load discrepancies

I loaded some .38 148gr hollow base wad cutters for testing based on an older speer manual I have. The manual states for hp-38, loads should start at 2.9gr and not exceed 3.2gr. However, when checking hodgdon's website to see if any other powders I have would work their loads for the 148 hbwc starts at 3.5gr and go up to 4gr for hp-38. Safe to send? Possible squibs? Thoughts? Opinions?
