What's the deal with Gary Lineker's recent tweet?

Have seen this BBC article and searched online but am having trouble finding the actual tweet, which apparently also referenced 1930s Germany with regard to a recent government policy stance?

I am also slightly unclear as to the exact details of the stance in question.
