Champion Shards cost more Blue Essence than actually buying the Champion now 13.5

There are quite a few instances now where champion shards cost more to buy the champion than actually just buying them at full price in the shop. Is this intended? Or will they be adjusting champion shard prices at some point? Does anyone know if this has been acknowledged yet?

Example: The "half" price for Kayn on a champion shard was -3780. Kayn now only costs 3150 in the shop.
