Question about mouse sensitivity conversion between games

Heres where I'm confused. I went into Black Ops 2 where things feel right, took out a measuring tape and did a 360 and noted that I have a 23 inch 360 turn. So I went into hunt showdown and changed my sensitivities until it matched. However, I then went and used game sensitivity conversion tools like you'd find in AIM lab and it gave me a number that does not line up with the measurement. So which one is accurate?

Or should I say, which one is the correct method for transferring mouse sensitivity across games?
