Calibre Content Server Not Accessible from Remote

Hello reddit! I am once again asking for your assistance.

I'm on Win10 and got a newly made calibre content server up which I can access on the local net but not outside of it. The computer's IP is static on the router and the port is open but I still receive a connection refused.

Even when I turned off the Win10 firewall entirely I wasn't able to connect and now I"m at a loss as what to try next. Any suggestions?

UPDATE: I'm an idiot and was trying to connect through my phone that goes wifi only at home. Once I tried connecting to the external IP from an outside network, it worked just fine.
