Electric oven noises

The other week my electric stovetop (GE, 2014) started making a low humming noise when on. My apartment’s maintenance man didn’t see any issue. Now as I cook, my oven is making sounds that sound almost wet. Like dripping water sounds along with occasional burst sounds, not loud just muted, but almost like how a candle sounds when you’re putting it out. I know that’s a terrible description. It sounds like rushing water and was clicking constantly until it reached temperature.

Is this normal and I never noticed? Has this happened to you?
