Does Rammatra really need to be able to punch through shields?

I feel like as rien I'm just useless against him in nemesis form cus he can just constantly damage me with my shield up or not and forces me to attack him exposing my team, or focus on their backline also exposing my team. I feel like there is very little counter play atm. Would love to hear about a better way to counter him because rein is the main person I seem to climb with. Or maybe I just gotta get good with ram myself lol
