Do you need to be a student at UT to be eligible for SMART housing?

I’m trying to sublet my apartment for the summer and a student from another university (oos) is interested. They are receiving financial aid (loans) which I thought was the only thing that you needed to be eligible for SMART housing. If I’m wrong or if you know any additional information, please let me know!
