Unlock PSN downloads on offline ps4?

My hacked v9 ps4 hdd died. All my games were (luckily) on an external hdd.

I installed a new hdd in the ps4, but some of my external drive games that were legitimately obtained from psn, now show a padlock and “connect to the internet is turned off” I assume they need to connect to psn to obtain a licence. Any way around this? All non psn obtained games launch fine after golden.

Thanks for your help!
