Ottoman ai keeps cockblocking me...

trying to get Albania or Iberia achievement but the ottoman ai keeps guaranteeing Serbia before I manage to fabricate claims on them...

I keep restarting again and again but they always guarantee Serbia by January 1445 at the latest every single fucking time, so I can't even begin my campaign without being cockblocked from progressing any further.

Is there any way to prevent them from doing this shit? what are the ai's criteria for guaranteeing? am I being punished for choosing to play as Albania? pls help...
