Why I'm not being chanrging anything in Azure forcast for a single small vm.

Hi everyone. I'm trying to use Azure to be a small CS:GO dedicated game server.
I'm using a DS1 V2 VM with all basic features. When I check the price on Microsoft.
It said that it cost from 53USD to 20USD with different plan.
How am I gonna know which plan I'm using?

Also why the spending rate and forecast is 0.00 in overfiew?

I just want to start a VM and start using my linux.
These things are so complicated. So many combination and so many things to know.
It's so complicated.
