Why have Illusion of Chaos without a way to summon?

I’ve been browsing random decks trying to get an idea for something new and off meta and I keep noticing that Illusion of Chaos is being run at 3 in a lot of decks, but with no way to summon him. Is there a reason to have him taking up space as filler?
