In your opinion, what's the best PSA college for Computer Science? Or what's generally the best PSA college?

My brother got put in the PSA system. I'd like him to have the best college experience for this one year before he transfers to main campus. In your opinion or from what you've heard, what's the best PSA college? You can answer in terms of anything: their computer science program, the quality of their education and professors, the overall quality of living there, etc..
