Bare walls

I'm trying to find a solid source that states what is covered in an HOA bare walls insurance coverage. The property is in Arizona. The pipe burst all the drywall had to be removed. My home owners insurance says bare walls mean dry wall is covered, but paint and wallpaper is not.

My HOA says bare walls are studs back. Not the interior drywall.
