Faulty Mobo PCIe slot?

Got everything built last night with a friend. Successful POST but then got home and couldn't get video signal from GPU output. Troubleshooting all night and again today. Did everything I could think of and everything I found on the internet that I could do (unplugged everything, reinstalled GPU, reset BIOS, etc). Got it to start with video randomly today but after a couple resets to set BIOS settings and start installing windows I'm back to no video. Tested mobo video output and that worked last night. Tried my old GPU in the motherboard and that didn't work either. White indicator light (VGA) on motherboard is apparently failure to recognize graphics card.

Do I need to replace the motherboard? Are there any other troubleshooting steps I can take. I'm going to try my GPU in my friend's computer also but I'm fairly confident this is a motherboard issue since I replicated the issue with a second GPU.
