Rift CV1 connect-disconnect loop

Recently bought a new laptop to run my VR headset, but when I plug the HDMI into a USB-C to HDMI adapter (Through Alt Mode), Windows will show the display connected, then disconnected, then repeat, and the Oculus App never sees the HDMI as connected.

Everything else connects to my computer just fine
