Crucible item tier 3 new divine farm?

I'm for sure missing something. But, do we just need to figure out if there's anything on an item that influences what mod we get at tier 3, and go after what makes that happen? To sell for a divine?

Or is it explained that it's a rare mod, and we don't know how the game decides what mods are picked for the tree?
