Can I remove an owner's mark?

Hello, might be a stupid question, but... in 5E, could a decker who is not the owner of a device remove a mark from a device who they are not an owner of?

I glossed over the quick start rules and saw this bit, where removing a mark is a Complex action. Lets say on a sentry turret. Instead of getting 3/4 marks on it, what if I removed a mark from the owner so that the device won't use the commands of the user anymore until they gain one more mark?

Is that a thing?
