Minors becoming "Hostile Space Entities"?

So, I keep running into this problem with different playthroughs. Minors keep becoming "Hostile Space Entities" which precludes the ability to make claims against them but also gives no potential wargoals, so they are basically just immune to attack. The minors this happens to seem to be random as far as I can tell; in the screenshot, the Rigellian Consortium has become hostile but Orion aren't and (just North, off screen) Benzar is hostile while Boliax is not.

Does anyone know what is going on here or how to fix it or play around it? I want to conquer Rigel, dammit.
