Added a new mod: Fertilizer plant for OW/Enbesa.

Added a new mod: Fertilizer plant for OW/Enbesa. Works like the NW version, but I changed the building materials to remove the steam motors (adding 20 bricks and 20 timber instead), allowing you to build it when it actually unlocks (1 Obrero) and not have to wait until 500 Engineers to build steam motors. The material cost change applies to the NW version as well.
