Would this tank be okay for a betta?

I know, I know it's smallish. But if I put a better filter, and a heater in it, would it be good?

I miss having fish but I really don't have space for a 5gal and I've looked at this tank a few times at Walmart and it's super cute 😂 but I know 3.5 isn't amazing for a betta
