NYC regulations on sick time use?

Was told by someone in my company's office that "per NYC law, if you work over 40 hours we are not allowed to pay sick time". I left 3 hours early one day and was asking them to add 3 hours from my sick time accrued, I had already worked a little over 40 hours on the other days. Can someone point me to whatever law they're referring to?
