Were Mournfang Pack originally units of 4?

New to Mawtribes and to me the kits look like Mournfang Pack used to be units of 4.

With the 1 in 4 rules for horn lowers and banner bearers and the kits coming with 4 models I just wondered if at some point they were reduced to standard units of 2.

Can anybody confirm or deny this?
