Indoor Lighting

Hey all, I'm trying to start up my garden veggies indoors this year but the only place I can do it is in my basement and there are no windows for lighting.

What is the best lighting system (on a budget) that can help my plants from seed > germination > sprout > seedling.

Any help is much appreciated.
