Are Priests active in administering conditional baptisms/sacrament of the sick to dementia patients/people who are incapacitated?

We know that the Sacrament of the sick forgives the sins of the person so long as there is no opportunity to confess, and we know dementia patients cannot do Confession usually, as well as many other people who are incapacitated. Are Priests active in doing this?
