Windows 11 Installing Unactivated

Need help

Suppose I have an ordinary flash drive like a 16GB one, I download free windows 11 pro/home in microsoft website which is of course unactivated and move it to the flash drive. Can I use that flash drive to install windows 11 in a NEWLY custom built desktop (my first pc build, mid range, and also my first time building)

Is there a process I am missing?
