Alienware X17 R1 PL1 issue?

I recently acquired an Alienware X17 R1 with a 3070 and 11800h. I have noticed that the PL1 is a measly 30w, causing clocks to run low (around 3Ghz) in games, which causes random stutters and mediocre performance. I have another laptop with an 11800h that has a 3060, and it is outperforming the X17, especially in 1% lows, because it has a PL1 of 100w and keeps all core clock speeds at 4.6Ghz when gaming. Temp are not at all an issue on the X17. Is there a way to increase the PL1 on the X17?
