Condominiums X Parcels

AskPH

After this is our weekly topic within our social circle. How does your condominium accept your parcel (Lazada, Shopee, Amazon, etc.) when you're not at home? Do you give an authorization letter and how long is that effective?

Most responses we got are that the security personnel are pushing back and even rejecting the authorization letter. And their explanation "they are not package counters", is insulting to unit owners since they are paying "association dues".

So what is your take on this? BTW, am expecting downvotes or thread lock for not being in the appropriate sub. And not here to discriminate against condominium guards or security personnel. More to the management for not being open to it since condos have the concept of a "mailbox".

May tent kami na pang parcel. may dedicated person na andun.

added responsibility kasi un sa guards without added pay.

What happens if a homeowner says may nawawalang parcel? ano mangyayari? do you demand that they pay for it?

I think this is kind of a 'newer' issue in the PH (rise of condo living + deliveries from online orders) which were not common before so maybe HOAs (or idk what the common term for that is in the PH) are not yet accustomed to this issue.

In other countries, like in the US, this isn't new. But in countries there are also alternative delivery options like postal service pickups (which make the majority of the deliveries) and drop-off locations for many private services (FedEx and UPS have offices everywhere---I have a subscription for both of them that automatically 'upgrades' my delivery for a flat annual fee, allowing me to pick them up at one of their locations as 'default').

Amazon, besides mostly doing its own deliveries these days, now also has its own automated pickup locations (called 'lockers'). If they're small packages, you can send them to a pickup location (usually in a 7-11 or gas station---these places actually welcome these drop-off lockers because it increases traffic in their stores). You get a code, you punch in the code or scan it and it opens up. These lockers are present now too in other private businesses like some of the major retailers (like Home Depot, a hardware chain). If you buy something online from their website you can ship it to their lockers, and their workers don't even need to handle them...its all done automatically.

My HOA has a mailbox where for some of the smaller packages, the mail lady would put the package in it, lock it with a key, put a note and the key in your mailbox and you open the package box yourself and then drop off the keys.

I think all HOA in the PH, needs to consider this now as part of the amenities of being part of modern living (albeit PH is kinda late in the game lol). If they need to increase dues for the creation of newer, safer pickup storages or add individual handling fees per order, they have to know this (online marketplace and deliveries) is not going away, this is going to be the norm.

It's better to do that anyway than risk security issues by allowing package deliveries to walk inside the facilities or complaints from residents about not receiving their packages.

Iirc lazada also offers alternative delivery options in collection points, typically malls, but there are sari sari stores that were designated as collection points as well if im not mistaken. The problem is that it's limited to certain items.

Kasi they will be liable in case may mawalang item.

It depends on the condo. Sa amin, guards receive the delivery and stock them in the "mail room" (I say this in quotes kasi parang unofficial mail room lang yung nasa condo namin.) Up to 48 hours lang dapat andun yung packages, otherwise ididispose, pero the guards and HOA are pretty lenient with this din.

So ung receptionist and guard ang tumatanggap ng parcels for us pag di naclaim agad.

may central kiosk where parcels are delivered, end of day unclaimed parcels are moved sa building lobby reception area.

food deliveries naman direct sa lobby reception.

wala din auth letter, as long as may unit number and tower sa parcel eh auto accept na sa kiosk (dati kailangan may text pa ng unit owner pero tinanggal na din yung requirement na yun )

nagkaroon din drama with security not wanting to deal with deliveries before na setup yung current system, umabot pa sa pagpalit ng security agency.

May parcel daw kasi na nawala from a different condo bldg. I don’t tip but I buy merienda for them sometimes.

Haha.

This should be the responsibility of the admin/hoa so I suggest use the replies from others as points to discuss with your condo admin. Who would want to live in a condo that makes it a hassle to receive parcels?

It's become an issue because the condo looks like it decided to use guards as receptionists.

right now pinagggagawa kami ng authorization letter for EVERY order.

Give them a tip for accepting your parcel and they will prioritize your comfort. Kahit pang-taho lang man.

A tip feels like an under-the-table transaction just to receive the parcel. By the time you'd be receiving the parcel, it won't be the same personnel who received it.

Why can't it be just an additional fee to the monthly association dues to make it available for all tenants?

Then why not propose it? I am sure other home owners would love to pay more for services they may not even use.

How it was worded during the group discussion, the homeowners raised it and the admin agreed. But it's the security personnel pushing it back firmly for the added responsibility on them. Worse, the admin didn't give back an update because the admin can't increase their wage. Some even badly joked it could go boom.

Security personnel may want to be paid better for added work or ask for a person dedicated to receiving said items because they're overburdened already.

There are also instances of liability when the item received is broken and the merchant vs buyer will fight over whose fault is it the item was broken. Assuming there is a record of a security person signing for it then merchant can claim its the fault of that person.

Essentially pera pera lang ito and proper policy implementation.

You tend to ignore the responsibility of its safekeeping. Unless you agreed na it's the owners risk for having it delivered to them cguro baka pumayag sila.
