Weapon limit

Question from someone new to the game. I noticed in the shop that rocket mortars 12 has a limit of 1. But when I goto hangers of top players and click on their rocket mortar 12, it says limit of 2. Can someone explain to me how this works? Trying to figure how I can get two rocket mortar 12 on the same mech. Thank you
