the pokemon storage can be full. non-incubating eggs havent counted toward storage in a long time

Based on the timing of your spins, I would guess that you are sitting on top of a single stop and spinning it repeatedly. IIRC, there was an update at some point that made it so pokestops with a rocket leader on them don't give eggs on spin, which was a mild QoL thing before the bonus storage existed. Rocket leaders are there even if you don't have a radar to see them. Maybe that's what's happening to you.

Yea I am sitting at a bar spinning the same stop…just left spun another spot and got an egg
This is incorrect. Did rocket leaders the other day and everyone gave me a 2 or 5 km egg when I was trying to fill up my 12 km eggs XD
Hmm, are you sure you didn't accidentally spin another stop on the way? Because OP confirmed did a lot of spins on a rocket leader stop without an egg, but they got an egg as soon as they tried a different stop.
