Turkish Wh question movement.

Hi all! I would love your help. In syntax we are discussing Turkish WH question word movement. We have found some sources and seen some cases in which there is no movement.. We have also seen that it is situational based on placement to the closest functional head. Is anyone able to explain this to a beginning linguists person. Thank you if you can!
