What would be a fair amount to charge somebody to make this app?

There is an app that I would like to make for my own personal use to help me keep track of how long it has been since I've contacted my friends. I don't know how to program and would like to hire someone to make it for me, but I have no frame of reference for how much it would cost to make something like this. Here's what the project would be:

I would like to create an app that keeps track of how long it has been since I have talked to my friends in my contacts list. The app would have a list of friends that I have chosen to import from my contacts list as well as a timer next to each name. The timer would have the amount of time that it has been since I have either called or texted that friend. If I call or text one of the friends on that list, the timer next to that friend's name would automatically reset. This app would have to be linked to the phone app and message app on my phone so that it could automatically update when I contact a friend without me having to update the app manually. It could do that by just getting the time stamps from my phone/contacts API when I open the app and determining how long it is been since the most recent timestamp.

I would also like to be able to sort friends into different categories for how close I am with them, such as "acquaintance", "friend" and "close friend". Different categories of friendship would have different amounts of time before they are shown as being in need of contact; e.g., three months for acquaintances but only three days for close friends. Being able to create new categories and lengths of time for those categories would also be great.

When I open the app, I would like to see a list of the contacts that I've set up in the app in order of who I should contact next. This order would be determined by the proportion of how long it has been since I've contacted them divided by the length of time for that person's friendship level. For instance, a close friend that I haven't contacted in 4 days should be higher up on the list then an acquaintance that I haven't contacted in 2 months; however, an acquaintance that I haven't in contacted in 3 months should be higher than a close friend that I haven't contacted in one day, etc.

It sounds complicated, but that's all I would need it to do. I don't plan on publishing this app, it doesn't need to connect to the internet or any social media apps, it would only be the one page and it doesn't even need to look good. Just one page of timers in order of who I should contact next.

What would be a fair amount to pay someone to create this? How long would you expect developing an app like this would take?
