Question regarding MEXT UG

I am in class 12 right now and applying for MEXT this year . I will complete my 12 till 31 march 2024. This question bothering me from last 1 week in MEXT application form this is mention that " Only applicants who meet the condition No.③ of academic background in Section 5. (3) of the Application Guidelines should be over 18 years of age or older at the time of admission to a Japanese university."While studyinjapan website says "You must be at least 17 and under 25 years of age and have completed 12 years of school education or have completed courses in a school comparable to a high school (includes prospective graduates).". And Osaka university website says it is a school not a graduate school.

I am too confused can you please help .😥😥😥😥😣😣😣😣
