I need help Pc is not turning on!

My specs are Asus z490 - e mobo, Evga supernova 1000 watt psu, intel i7 10700k cpu and rtx 2080 super.

My pc is not turning on, I shorted the mobo pins for power switch and it is still not turning on. I shorted psu and the psu comes on. I shorted the 24 pin connector on mobo and the mobo comes to life until I pull the paper clip out. Is my motherboard bad?
