How do I get Tulin to respawn?

I started the quest line for the wind temple but I think I broke it. I decided to try to skip the route to the temple by using a flying machine. When I started flying, Tulin said something about me not going the right way and left. I assumed he’d respawn when I got to the temple but he didn’t. I went back to the tower platform where you start the journey and he hasn’t respawned. My only save before this was seven hours ago. Please help I don’t want to lose seven hours of progress.
