BO3 forcing me to play local?

Trying to play zombies, but black ops is saying I do not own Xbox Live. Forcing me to play local.

Every other games multiplayer is fine; Modern Warfare, 2k, and Rocket League all queue me with matchmaking.

Looks like my alt account has no problem connecting. Very puzzling.
