Laptop stuck at 0.40 GHz

Laptop speed is stuck at 0.40 GHz

Computer Type: Laptop (Asus Vivobook 15 X512DA)

GPU: Radeon Vega 8

CPU: RYZEN 5 3500U

RAM: 12 GB

Operating System & Version: WINDOWS 10 Home

GPU Drivers: AMD Software: Adrenaline

Chipset Drivers: AMD Ryzen Chipset Driver 3.10.08.506

Description of Original Problem: CPU Speed stuck at 0.40 GHz at 20% Utilization

Troubleshooting: I was able to solve it earlier by reinstalling AMD Chipset drivers and after the restart, the problem is gone. I played with the power plans and such.

But after I shut it down and turn it on again after a few hours, it came back, 0.40 GHz at 20%. I reinstalled AMD Chipset, restarted but now, it didn't do anything to solve it.

I am currently stuck and I wish to resolve it soon as I need it for school.
