Low tier weapons with master/legend quality?

So far I haven't gotten any prizes of legendary autopistols or bows, but I'm wondering. I just watched a video of weapon test, and in some cases a legendary version was twice as effective as an excellent quality version. Also, they had very poor results for the LMG and did not recommend it. However a masterwork version was better than an excellent assault rifle, making it a competitive option.

So now I'm wondering if the master/legend quality lesser weapons are usable if you otherwise just have normal quality assault rifles to use for example.
