How do the grated floors work?

Yesterday someone shot me through the grated floors in the stairwell on silo. Today I tried to shoot someone from below, no hit. Then just now three people came into a room below me and I shot at one. All my rounds bounced off the floor and I was one tapped through the same floor. I thought maybe the rounds penetrate differently, but this time we both fired the same weapon.
