Is it possible to trade from VC gen 3 Pokemon GBA games to legit games?

I am fully aware of PKSM and PKMN Chest and how to use them.

I just want to know if it is possible to trade from Rom copies of gen 3 Pokémon games to legit copies played on a DSLite, or trade like normal from 1 rom to another.
