I need help with a recent upgrade

I recently replaced my motherboard, cpu, and ram. I installed the new OS( windows 7) and every worked up until I tried to install the updates and drivers. After I downloaded the drivers and updates and restarted, it went into startup repair which would not fix anything. After reinstalling the OS a few times and running startup repair more time than I can count it got past it and started windows. The issue now is that it said it failed to install the updates and all that shows up is a black screen that says setting up personalized settings for web platform customizations. Iv'e left it like that for over an hour and it still won't do anything :(

System specs are: a 3.6GHz quad core processor, 8 gigs of ram, and an nvidia gts 450 graphics card
