I have a very important question about conscription in Syria, please help

I am a Palestinian from Syria (Damascus) and a family-member is soon to be conscripted in the Army.

However I do know that my older brother (who lives in the west) evaded the conscription by paying a sum of about 5000$ (I can't remember exactly how much).

My mother told that only those who live abroad can pay to evade the conscription in the Army, and that those who live inside Syria cannot pay any money to evade conscription.

Do you know if this is true? I remember that anyone can pay money to get his conscription canceled, not only Syrian citizens who live abroad.
