Why doesn't the Doctor ever see other Time Lords?

Okay, so Time Lords can time travel, so why doesn't the Doctor ever see them? I understand that they are time locked, but before they were time locked, they were traveling. So why doesn't the Doctor ever run in to other Time Lords?
