Reddit, if you could change one thing about the community, what would it be?

Nobody follows Reddiquette.

In order to create an account they should have to read and agree, line by line, to follow Reddiquette.

This site would be so much better if people were forced to reply to the comment they're downvoting.

So what would you change?
