Cash payment for Scrap Mental made illegal in the UK. Is there a precedent for this in UK law?

I know there have been laws passed in various European countries where cash payments over a certain amount have been made illegal, and also apparently in Louisiana US cash payments were made illegal on ALL second hand goods.. But is there anything like this in the UK, so is it illegal to trade any other legal item for cash?? Also, in places where laws have been passed to restrict cash over a certain amount or on certain goods, have there been any significant opposition to such legislation, if so what kind of arguments were put forward. And has there ever been a case put forward for trading in cash being a civil liberty or a human right or something along those lines??

As you can probably guess i'm no legal scholar, I read that this law was coming into place in the UK, and I found it odd they can just outlaw buying and selling a legal item for cash and apparently there has been no real opposition as far as I can see.. the link to a BBC article is below. Any information would be appreciated.
