If condoms are not 100% effective in STD prevention because they don't cover everything are latex boxers better?

Condoms don't prevent herpes, warts, HPV and other such diseases because they don't cover the balls. I have noticed there are latex boxers on the market and some have "built in condoms".

Would these do a better job at protecting against STDs?
