I am having issues with Dead Rising 2, does anyone here have any solutions?

As the title states, Dead Rising 2 is being a bitch with me. I got the game as a gift from a friend last month, and played it twice. I tried to play it last night to find that steam wont run it. It gets stuck on the "updating Dead Rising 2" dialog box and the "play game" button never becomes active. This also displays at 100% from the start.

I have now had it running on this part for about 1 hour and still nothing. Here is a link to show the dialog box I am talking about.
