Desperately need help with dog constantly barking/howling in cage and using the bathroom in there.

I have two dogs. Ellie (1 1/2 year old Chihuahua/Pekingese mix) and Charlie (2 year old Yorkie/Shih-Tzu mix).

Charlie is a rescue (he was severely beaten and neglected) and does fine with being in the cage as far as not using the bathroom in there, but he CONSTANTLY barks. And when I say constantly, I mean out of the 8-9 hours in his cage during the day, he's barking 7 hours out of that. Of course it's not constant, but the majority of it. He's house trained and won't go inside of the cage, but he's also not fixed, which means he wants to mark his territory, which is why he has to be caged during the day while we're at work and while we sleep.

Ellie is.. different. She howls in her cage, but she'll also use the bathroom in there. Multiple times a day. Even though they are both walked 2-3 times a day. Once before work, once after, and once before we go to bed. She'll usually only howl if Charlie starts barking. Ellie is mainly caged because she has SEVERE separation anxiety. I've had her since she was 8 weeks old, and while she was a puppy, I was working from home. Meaning that she saw me 24/7. I never left her side. If I went to the store, she went with me, that kind of thing. I know it's probably my fault that she's like this, but I've tried everything. Crating her does no good. If I come home, or she hears my voice while she's still in her crate, she goes nuts.

I'm at my wits end with these two. I can't let them out during the day, and for some reason, I can't even keep them caged. We've had complaints from neighbors (we live in an apartment complex) about them barking at all hours. We can't really afford professional training right now, but I have looked into it. I just don't know what would be best.

Charlie would be fine if we got him neutered as far as him marking his territory, but he'd still bark non-stop. We've tried puppy pads, that doesn't work. Ellie will pee on them, but she'll poop elsewhere. Charlie will just piss all over the walls.

I was thinking about puppy diapers, but those can get insanely expensive.

I'm just about to pull my hair out. I love my dogs, but I can't handle them anymore.
