Having trouble with one particular spot

Hi Everyone!

Does anyone else have a problem with one spot that can't seem to get as smooth as the rest of the face? For me, it's on the right side of my neck. If I shave ATG, I get apocalyptic razor burn. I can make multiple passes WTG or XTG, but always leaves a spot that resembles day-old stubble.

Any advice?
