Suggestion about refunds

If you refund something, then buy it back again, you should get a refund back. This didn't happen to me, but say you bought a champ. That champ then got nerfed in to oblivion for some reason (think Xin Zhao and Eve) so you refunded them after they didn't get buffed for a while. After all, you were never going to pick them. Then, much later (like Eve and Xin Zhao), they got buffed to a playable state. Wouldn't it make sense for you to get your refund back if you bought them again?
